If I'm using Turbotax's Assist Review bundle to file my 2021 return, does that fall into Professional advice for my self employment on this years return or next year?

Do I claim this expense for my 2021 return even though the receipt date is technically in 2022?

The year you paid for the service is the year you will claim the expense on. If your receipt says 2021 then it goes on last year's 2021 tax return. If the receipt says you paid for the service in 2022 then the expense goes on this year's 2022 tax return.
