2015 After receiving a notice to verify id I never did so. Was incarcerated for a while. What happen to my refund?

Most likely the IRS or the State (whichever wished you to verify your identity) is still holding your refund.  

You should be able to call them and pass an identity verification on the phone to release your refund.  Be prepared to spend a long time on hold.  I recommend calling as early in the morning as you can.

The IRS' general number is 1-800-829-1040.
