Hi

I got a letter from a state saying I owe them money from 2017. I don't think I do and they were sending the notice letters to the wrong house.

    This is an issue you need to resolve with the IRS ... have a copy of your return in hand and call the number on the notice ... see what is up.   Or you can write back with your questions and proof of the filed return.
