After money is deposited on a visa that hasn't been activated, can I put it on anther visa? That's not a turbo tax visa?

You cannot change the account (prepaid card) information once your refund has been successfully accepted by the IRS. If the IRS is unable to deposit the refund (because your account has not been activated) they will mail you a paper check. If you are able to activate your current TurboTax Prepaid Visa account and the IRS deposits the funds successfully, then you can transfer it to another account.

I saw a representative answer that if money was deposited nd I could not activate the card i can transfer it to another card. How

As JeanneLO said, you are not able to change account information after a refund was accepted by the IRS.
