I filed last july, fed and state rejected it so I need to fix the error by amending but your advice says not to amend and file til I hear from IRS.  I have not heard from IRS at all.  what now?

Not sure I follow this.   If your return was rejected that means it has never been filed at all  --- unless you printed it and mailed it instead.  Did you do that?   If not, then the IRS/state  did not ever get your return and you are not going to hear from the IRS about it.

The only way to file a 2019 return now is to print it, sign it and mail it.   You do not "amend" a return that has never been filed in the first place.  Amending is a special process you only use if the return was filed and processed by the IRS with mistakes or missing information.   Amending is not appropriate for a rejected return.

When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s.  Use a mailing service that will track it, such as UPS or certified mail so you will know the IRS/state received the return.

Federal and state returns must be in separate envelopes and they are mailed to different addresses.  Read the mailing instructions that print with your tax return carefully so you mail them to the right addresses.
