I need to amend a 2024 tax return as I forgot college tax credits for my kids? Do I have to wait until February 15th to submit? Also, can I do it electronically or do I need to send it in by mail?

You have to wait ---first for your original return to be fully processed-- and for the Form 1040X that will not be available until mid-February. You should be able to e-file the 1040X.
