I filed my 2021 federal return last month and owed about $500 which I paid and my return was accepted. I received a new tax document and need to amend. I now have a tax liability of $75. Do I need to pay the $75 and then be refunded the original paid? Or do I not have to pay since I am already paid more than my current tax liability, and it will just be deducted from the amount the IRS will send back to me?

Depends on the tax document, but generally the amended return is set up assuming that payment was made or refund was received. The $75 is an additional liability on top of the already paid amount.
