Amending 2019 tax

I'm trying to amend my taxes but after removing two dependents, it state I owe the irs back a couple thousands back that I never even received yet... so how do I amend if I cant even pay back what they never gave me... ? someone please help me on this... its so frustrating.

    You should not amend your return until your original return has been fully processed and you have received your refund.  if you send in an amended return while they are still processing your first return, can confuse them and delay things for a longer time.  And....they are not even opening mail right now.  Amended returns have to be sent in the mail--so you do not need to be in a hurry to send it so that it can sit in a mail bin.
