Amending 2021 federal and state return doesn't work

I need to amend both my federal and New York state returns but TurboTax Online tells me these two things when I try to e-file the amended returns:

 

1. For the federal return it wants me to file by mail because "E-file is not available because your original return was not e-filed." – This is NOT true, I did e-file the federal return.

2. Getting this error when trying to e-file the amended New York return: "Your transmission didn't go through. Duplicate Social Security Number: A tax return with the same Social Security number has already been submitted ..."

 

I already received both the federal and state refunds but now I have both federal and state tax due. Yet TurboTax doesn't reset the state refund counter to zero but instead it shows a lower refund value than what I actually received. I would think that it would show the tax I'm due now (the difference between the refund I already received and the refund it shows now after preparing the amended return). But that's not the case.

 

(The change I need to make is adding a new 1099-INT.)

 

Are these bugs? How can I now e-file my amended returns if TurboTax doesn't let me when I believe it should?

Update in case somebody has the same issue:

 

I managed to get around these issues by completing the amended federal return but stopping short of filing it, logging out, and then logging back in. Then I chose to amend it again and when prompted, selected that I haven't yet filed my amended return and want to complete it. Then finally TurboTax did prompt me to amend the state return and showed the correct amount of tax I owe and allowed me to e-file both the amended federal and state returns.
