Are tax refunds still subject to taxes owed from previous returns. ?

If you received a state tax refund for a 2018 return during the current tax year, then that refund may be taxable as income on your 2019 return if you used itemized deductions on the 2018 return.  If you used the standard deduction, then the refund would not be taxable.  

 

If you paid a state balance due in 2019 for a 2018 return, then the amount that was paid may be included as a deduction on your 2019 return.
