Question

Can a federal tax refund be amended if the state return is still pending? Or do both, federal and state have to be accepted before amending?

BOTH returns must be fully processed by the taxing authority and the original refunds received before you amend either return.  The amendment process will not even be functional until after 2/12.

Yes ... I have the same issue right now ... Had a late 1099 come in from TD Ameritrade and now I need to amend but the State is still yet to be accepted .... Waiting ....

Before starting to amend the tax return, wait for the tax refund to be received or the taxes due to be paid and processed by the IRS.
