You are not required by the IRS to enter an ID in order to e-file.   It just adds some extra security.  You can skip entering a drivers license or state ID to e-file a federal return.  Some states are pretty picky about entering an ID, so if you are filing a state return and cannot enter the kind of ID required, you will need to print and mail your state return.

To file a US tax return you must have a Social Security number valid for work or an ITIN that was issued to you by the IRS.  To request an ITIN you have to complete an IRS Form W-7.
