Can I file a tax return for my mother who passed away in October of 2017? How do I get started?

Yes, you will just need to create a new account or if you are using the CD/download version click create a new return.

When you enter her personal info, there will be a tab to click this person is deceased or passed away in 2017.  Click that and continue with the return.
