This is the first year my Wife is unemployed and a stay at home Mom. We are filing Married filing Jointly. Previous years we missed filing these she was employed and we did not file these.  Can we file them or add them to this years total tuition costs?

Yes, you can file the prior year 1098-T.  However you will have to amend the previous years tax returns, you cannot file them with your 2016 tax return.  You will have to file the 1098-T in accordance with the year that it was administered.
