Can I pay for my taxes using my Federal refund with my amended taxes?

It doesn't give me an option to pay for my taxes with my refund on my amended taxes

No. Unless you had to upgrade in order to amend, it should not cost you anything to amend---you are posting from Deluxe. Did you have to upgrade to amend? No matter what...you cannot use the refund from an amended return to pay TurboTax fees. When you get a refund for an amended return, the IRS will only mail you a check so it is not possible to take your fees out of that refund.
