Can I pay for turbo-tax to prepare amended 2018 Arizona return, whereas I had filled out the original state return by hand and now need to amend it?

TurboTax does not prepare tax returns for you. TT provides the software for a do-it-yourself tax return. And if you did not use TurboTax to prepare your state return, it would be a total pain to try to use TurboTax to amend the return. You would be better off doing it yourself--again by hand. And you have not said how you prepared your federal return. Unless you prepared a federal return using TurboTax, you cannot do a state return.
