Can I still download TurboTax and use it for 3-4 returns this year, and NOT save them to the cloud?

Yes. It sounds like you are wanting to purchase the desktop product, which can prepare multiple returns with up to 5 free Federal efiles.
You can purchase the desktop version (CD/download) directly from TurboTax here:

And if you purchase the download, be sure you specify the correct OS--Mac or Windows PC.

Otherwise, all of the desktop editions can prepare the same forms, but differ mainly in the amount of help and guidance.
Deluxe comes in 2 versions--one that is a combo Federal and State, and one that is Federal-only. If purchased directly from TurboTax, it is the combo Fed and State version. If purchased elsewhere you have to be careful which version of Deluxe you are buying.
