Can I use a swift code instead of routing number? If not, is there any other ways to get a refund deposited?

I am outside of the USA now. In my country, all banks have only swift codes.

You cannot use a SWIFT code for deposit of your tax refund.  If your foreign bank will accept a paper U.S. tax refund check, then the check would be mailed to your foreign address.  If not, you would have to establish an account in a U.S. bank to receive the deposit, then execute an international transfer of the funds from the U.S. bank to your foreign bank.
