No, you cannot use wage information from 2021 on a 2022 tax return.

If you are a wage-based employee that has Social Security and Medicare taxes withheld from your wages on each pay period then you will receive a 2022 W-2 from your employer in January 2023.  The 2022 W-2 is reported on your 2022 tax return exactly as received.

You should speak with your employer to find out why federal and/or state income taxes are not being withheld from your wages.

A new W-4 may be needed to give to your employer.  You can use the IRS website for the W-4 withholding estimator - https://www.irs.gov/individuals/tax-withholding-estimator
