Can state confiscate my refund for past due hospital bills if I have the state refund assigned to a debit card format instead of being direct deposited into my bank?

state hospital takes my state refund every year due to past due bills.   If i have my refund go to a card which is separate from my bank, will they still take that money?

If your state has an offset order in place to seize your refund, then it does not matter how you wanted to get that refund,  The state will take it.
