Can the amount paid for state filing be refunded if the amount owed for state taxes was below the minimum requirement to file and I did not need to file state taxes?

Immediately after paying for PA state taxes, I was notified that the amount owed ($1) was below the minimum requirement needed to file and that I did not need to file. However, I had already completed the payment portion and the filing went through automatically with the federal and other state (DC). Am I able to reverse the PA state filing and have the filing fee refunded?

You are misunderstanding that message ... you are not required to pay the balance due BUT you are required to file the return.
