Can turbo tax refund the state e-file fee ($40), if I want to mail my state return, instead of e-filing? Thank you.

I paid the state e-filing fee, but I want to mail the state tax return. Can I get my money back? Thank you.

If you prepared  state return using the TT software you pay for it whether you e-file the state return or print and mail it.  The fee is for using the software.
