Yes, it's possible to get a tax refund for more than the taxes you paid (withholding) during the year.  It is usually the result of a refundable credit such as the Earned Income Credit, Education Credit (American Opportunity Credit), or the Child Tax Credit (the additional child tax credit refundable portion), among others.
