If I'm behind on child support and they offset my taxes federal and state what happens to the remainder of the tax refund how long does it take to get the remainder if possible

TurboTax never knows about offsets to your refund for back tax or child support. If the delinquent support you owe is lower than the amount of your refund you may get some of your refund. That will all be handled by the IRS or your state and they will send you a letter.
