CP23 letter from IRS says I owe money

Spent 2 hours on the phone with IRS after receiving a CP23. Turns out my 1040SR reported my RMD taxes withheld showed up on line 18d. The clerk explained it should have shown up on line 17. I was notified I owed $2700 more than the $4701 I already paid. Don't know if this is a Turbo Tax error or IRS error. I just plugged in the amount I quarterly paid to the IRS and Turbo Tax put the total on line 18d. IRS completely ignored this line even though line 19 indicates I paid a total payment of $4701.

You only enter the withholding from 1099R in box 4 and it automatically goes to line 17. Then it sounds like you entered it again under estimated payments? Was line 17 right? And it was also on 18d? Then you claimed too much withholding.

Line 18d are only for Quarterly estimated payments you sent in directly to the IRS using form 1040ES not withholding.
