Credit karma debit card account

So I just received my Credit Karma Debit Card today, after I filed my taxes with the CK option 2 weeks ago. Is the money on my card a prepaid amount from my Tax Return? Am I allowed to use it yet?

    The money will be loaded onto the card as soon as the IRS releases your refund.
