You did not get a federal or state refund for tax year 2020? If so, the federal refund is never entered and you only need to enter your state refund if you actually received one. So, you can skip that section. If you are asked if you received a state refund last year, answer NO. If TurboTax asks about the amount of your state refund from 2020 - enter 0.
