Which state?

Normally, without knowing anything further, when you fail to take a credit you are qualified for, you have to file amended returns for each year in which you want to do this.

Note that generally you can amended only the returns for the last three years, so you can't go back to 2013 anyway, unless the state has some special rules in your case.
