Do I pay my state tax in order to receive my federal refund?

I was wondering why my transcript is stuck with no updates just a code: 150 and 806. And on the IRS site, status: Return Accepted. ( being processed? ) I am just apprehensive if they won't release funds from my federal refund, unless I pay my state owe due first? Or does that has nothing to do with it? I scheduled, for the state due to be withdrawn out of my bank next month. But if I have to pay first in order to receive any refund owe to me, I can do that. But the IRS site doesn't show any balance due. So I dont want to make a payment, in worries they will just collect that money and then charge me on that scheduled date. Sorry I just need help. Hopefully, its just a federal refund in delay.

    Whether or not you file a state tax return has no bearing whatsoever on the status of your federal tax return.

     

    If accepted by the IRS use the federal tax refund website to check the refund status - https://www.irs.gov/refunds

     

    After the tax return has been Accepted by the IRS (meaning only that they received the return) it will be in the Processing mode until the tax refund has been Approved and then an Issue Date will be available on the IRS website.

    Looks like they owe me a refund for state

    And I owe federal. 

    If they have no bearing on a refund being released that will give me a peace of mind and I just need to be patient.
