Does (PATH) Mean I wont get my refund done by Turbo Tax?

No, that is not what it means.  It means the IRS is scrutinizing tax returns claiming the additional tax credit and/or earned income credit more closely, so if you are getting either of those credits you cannot expect your tax refund earlier than the end of February.
