Yes. The stimulus will increase your refund or decrease your tax due.

Well when it asked me about it I said I received 0 of the second payment but didn't add 600 to my total refund it just shows what I already would of had. So I'm still kind of confused

Yes, if you did not receive the second stimulus payment, it will be added to your 2020 refund as the Recovery Rebate payment.
