Does the IRS Retain Bank Routing No.?

I have had direct deposit for both federal and state tax refunds for a number of years.  I owed federal tax for 2018 and 2019 (I have paid via check), and the routing no. on my TurboTax tax return is filled in with X's.  I did receive a federal refund in 2017 and my routing no. appears on the TurboTax tax return form. 

My question:  does the IRS still have a record of my bank routing no. even though I did not get a federal refund in 2018 and 2019?  I am asking because I want to know if I will receive my stimulus payment via direct deposit.

The IRS will only look up your 2018 and 2019 returns.

 

However, according to the IRS:

 

In the coming weeks, Treasury plans to develop a web-based portal for individuals to provide their banking information to the IRS online, so that individuals can receive payments immediately as opposed to checks in the mail.
