Does the IRS Where's My Refund status always say "mailed" as a normal generated message even when the tax refund will be direct deposited?

If it says mailed that means they have mailed you a check. 

For information on why they are mailing you out a check instead of depositing your return see this information from 'Where's My Refund FAQs':

Q: I requested a direct deposit refund. Why are you mailing it to me as a paper check?
There are three possible reasons. They are as follows:

  • We can only deposit refunds electronically into accounts in your own name, your spouse's name or in a joint account.
  • A financial institution may reject a direct deposit.
  • We can’t deposit more than three electronic refunds into a single financial account.

Used this service 2019 however stimulus is said to have mailed on Jan. 6th . Do you have record of my stimulus payment for 2021

Turbotax has no information from the IRS about you, that's covered by privacy laws.  If the IRS says your stimulus was mailed on the 6th, that's what happened.  Look for a check or debit card in the mail in the next week.

I filed through Jackson Hewitt and got signed up for the serve card so my refund could be direct deposited and I checked my irs app today and it showed to be mailed out and the only thing that I had a problem with was identifying over the child tax credit and they said everything looked good and that I should’ve still got it deposited but I still haven’t received my funds on the cars. So am I getting a paper check instead?

If the direct deposit failed, the IRS will send a check.
