What product are you using?   T
Are you using desktop software (CD/download), or are you using Online TurboTax (website version)?   If you are using Online TurboTax, which edition (Free, PLUS , Deluxe, etc.)

If you are using desktop software, is it for MAC or Windows?

You have to transfer your 2016 return information in to your 2017 return at the very beginning of the process or it is too late.  When you start a new return you are asked if you want to use a tax return that is on your computer.  You can choose to transfer at that time.

Are you using the Windows Desktop program?  Did you use it last year too?  You need to have the file ending in .tax2016 on your computer.
