Does turbotax help me get a refund if I paid a state tax but qualify for the Servicemember Civil Relief Act?

We filed jointly. My employer charged me state taxes and I am trying to get those funds back because we qualify to pay state taxes elsewhere.

If you had TurboTax Live when you filed your return, then you can ask or help filing an amended return to get back taxes that you incorrectly were charged. You can call and ask for help with your amendment but it may be out of scope and you may need to consult a local tax preparer if you cannot get TurboTax help or complete an amend on your own.
