So I understand that the IRS will not begin processing returns with the earned income tax credit until at least February 15th, but does this affect the state return as well? Will states also have to wait before they begin processing returns with the EITC and/or the child tax credit?

No, the Protecting Americans from Tax Hikes (PATH) Act of 2015 will not affect your state tax return. 

Please keep in mind that most states have taken steps of their own to prevent identity theft and fraudulent returns, which may delay your tax refund.
