Is the refund pending or is the return still processing. Processing is the next step after acceptance. The return must be completely processed before it can be approved and the refund sent. 

 

What specifically does it say at the IRS tracking web site?

My Federal Tax refund is stating "Pending" for four months.  Don't need information from 2019.
