There is no way to pay to "get a fast refund".  TurboTax has no way of knowing what all the IRS might do with someone's return or how long it will be processing, and TurboTax cannot speed up the IRS.   If you paid an extra service fee of $40 ($45 in California), that is not for a fast refund.  That's the service fee for paying the product fees out of your Federal refund.  It does not affect the speed of any Federal refund.

If your refund has been delayed at the IRS an unusual amount of time, TurboTax may have started emailing you to either pay your TurboTax product fees or else they will eventually debit your bank account.    If you have a hardship and can't pay right now, you can ask TurboTax for a deferment.    You have to contact them by the Tuesday prior to your scheduled debit date.    There is a special phone number to use as explained in this FAQ that explains that auto-debit process.  The phone number is in the first paragraph.

Did you file electronically and did you claim children if so they say it could take 21days or if you claimed the earned income tax credit it could take longer you could try calling them but they dont always answer the phone did they send you a letter

My e-file was accepted by the IRS on April 27, 2021. It say that it is still being processed, and I have received no communication. It has now been 127 days. 😞

You are not alone. Millions are still waiting. Turbo Tax only gives you an estimated date. The IRS usually pays most refunds within 21 days. But these are not normal times. This year is taking the IRS longer to send the refunds. There are millions more people filing returns to get the Stimulus payment.

Call the IRS: 1-800-829-1040 hours 7 AM - 7 PM local time Monday-Friday
When calling the IRS do NOT choose the first option re: "Refund", or it will send you to an automated phone line.
So after first choosing your language, then do NOT choose Option 1 (refund info). Choose option 2 for "personal income tax" instead.
Then press 1 for "form, tax history, or payment".
Then press 3 "for all other questions."
Then press 2 "for all other questions."
    - When it asks you to enter your SSN or EIN to access your account information, don't enter anything.
    - After it asks twice, you will get another menu.

Press 2 for personal or individual tax questions.
Then press 4 for all other inquiries
It should then transfer you to an agent.
Or you can contact your local IRS office. See this IRS website for local IRS offices - http://www.irs.gov/uac/Contact-Your-Local-IRS-Office-1 or call 1-844-545-5640 to set up an appointment
Or you may want to contact a Taxpayer Advocate in your area. See this IRS website for Taxpayer Advocate in your area and a toll free number - http://www.irs.gov/Advocate/Local-Taxpayer-Advocate
