Filed my NY state tax on 14 January and still haven't received it even though it got accepted around 27 Jan. I tried using the online tracker, doesn't show any status.

You filed really early---before the IRS was even accepting federal returns. Are you certain your NY return was filed?

Federal and state refunds come from completely separate entities, There is no rule as to which one will come first or how much time there will be between their arrivals.
