Filed taxes, it was accepted with return pending, now received Form CP23 stating I owe estimated taxes. Research shows my W2 was not recorded via Turbotax, what to do?

I have check the tax record via IRS and have looked at TurboTax record and the W2 is not shown on either.

Call the phone number on the notice. Inform them that the W-2 you have was not entered on the tax return. They should give you instructions on what you need to do.

Read that notice again ... it says you put estimated payments on your return that the IRS doesn't have OR they have a different amount and they adjusted your return to match their records. Look at your return form 1040 line 26 ... is that number incorrect ?
