The IRS wants to show this as income(Health Saving Account Distribution)
when I used it for medical expenses.  How do I report the medical expenses?

Yes, when you get a 1099-SA you have to report it on your tax return and then indicate whether it was spent on qualified healthcare expenses.

Here's how you do that in TurboTax Online:

  1. Sign in to your TurboTax account.
  2. Select Deductions & Credits.
  3. Select Start to the right of HSA, MSA Contributions, which is under Medical.
  4. Indicate which accounts you had on the screen Tell us about the health-related accounts you had in 2023, then select Continue.
  5. On the screen Did you use your Health Savings Account (HSA) to pay for anything in 2023? answer Yes.
  6. Enter the information from your 1099-SA, then Continue.
  7. When you get to Did you spend your HSA money on medical expenses only? you can answer Yes.
  8. Keep going until you have answered all of the questions in the section.
