How would one go about filling 2018 if IRS is not opening paper mail?

Second...2019 still processing accepted/filed on april 16th date will be given blah blah right...could my 2019 "still be processing" because I have not filed 2018?

No, the 2019 tax return is not still processing because the 2018 tax return has not been filed.  The IRS was affected by the pandemic just like any other business.  Very few tax returns are being processed until the IRS workers come back on the job.  The IRS is not even processing paper tax returns at this time.  They are accepting the paper tax returns but they will not be processed until later in the year.

To complete and file a 2018 tax return using TurboTax you would need to purchase, download and install on a personal computer, Win or Mac, one of the 2018 desktop editions from this website - https://turbotax.intuit.com/personal-taxes/past-years-products/

A 2018 tax return can only be printed and mailed, it cannot be e-filed.
