If you chose to have the TurboTax account fees paid from the federal tax refund and you have not received the federal tax refund then TurobTax has sent you several email requesting payment of those fees.

See this TurboTax support FAQ for payment of the TurboTax account fees from your bank account - https://ttlc.intuit.com/community/charges-and-fees/help/why-was-my-bank-account-auto-debited-for-turbotax-fees/01/26102

Nothing has been deducted from the federal tax refund.

Did you get your federal refund yet?  They won't take the fees out of it if they charged your bank account.  But they will still take the 39.99 Pay with Refund fee out of your refund.

Sounds like the IRS is taking too long to send your refund.  Turbo Tax has to get paid in a certain amount of time.   See What if the IRS reduces your refund or delays it.

And, Why you got charged,

You should have received about 4 emails asking for the fees.  If you don't pay they will debit your account.  You had to agree to it.
