Have not received refund, its under review. What does that all means?

Under review means the IRS is checking out something on your tax return before they will approve it.

The IRS is way behind in processing tax returns and is currently not processing any mailed returns. They have not indicated when they will resume processing mailed returns. All you can do is continue to track the status using the tracking web site:
