Have raised case - xxxxxxxxx and got mail saying it was closed, but i didn't get any help. Can you help me with access of my previous return which i'm not able to access?

Have got Mail from IRS that they didn't receive part of my return and asking for penalty , can you please help me with 2016 return so that i can send it ?
