Hello, for my college,I have to submit either a verification of nonfiling form from the IRS or a Statement of Nonfiling for my 2018 taxes. How can I obtain the documents?

I did not file my taxes in 2018 because I worked a part time job as a student in high school and did not make enough in the time I worked there. Now, I have been selected for financial verification as an independent student, and need to submit either a 2018 IRS Verification of Nonfiling letter, or a 2018 Statement of Nonfiling. How can I find and obtain the documents?

Note that the "non-filing" transcript from the IRS only says that the IRS has no record of receiving a tax return from you, not if you were required to file or not.
