I had to file my 2020 return late via mail. I mail it to the IRS in October 2021. They never received it or did nothing with it. I mailed it again Feb 2022 with delivery confirmation. I can't get ahold of anyone at the IRS. I have wrote letters with no response. It will be a tax refund. What can I do? Who can I call? Do I file my 2021 taxes?

The IRS is taking longer to process mailed returns due to their severe backlog. You can reach out to a Tax Advocate to see if there is any assistance they can provide.  The below TurboTax help article provides some information on the service.

How Can the Taxpayer Advocate Service Help Me?

you should definitely file your 2021 tax return,

since your 2020 return was delayed.

IRS says:

enter zero for AGI if your 2020 tax return was delayed in processing.
