Question

How can I be charged for TurboTax services if I have not received my Refund yet? It’s not my fault that the IRS has not sent me my Refund.

TurboTax is a Tax Preparation program.  There is a fee to prepare your tax return.   The fee should be paid once your refund is issued but TurboTax should expect to be paid.  If your account was auto-debited, then your refund will be fully funded.
