How can I find out if someone stole my state refund or if someone cashed my state refund check because I never received it and it says it was received by Pennsylvania

What is "it" that says your state refund was received? The date you saw from TurboTax was only an estimated date. If your state says they issued your refund and you did not receive it, contact the state to see how to put a trace on the refund.

Federal and state refunds come from completely separate entities, There is no rule as to which one will come first or how much time there will be between their arrivals. Some states process returns quickly and some are very slow.
