How can I tell whether I am able to modify my tax forms using Turbo Tax online Premeire?

What do you mean by "modify?"  Did you e-file already?  If so, you cannot change anything until the return has been fully processed--then you can amend.   If you have not e-filed then you can go back in to the return and change things before you e-file.
